Chicago Week Ahead Security Brief: September 28–October 4, 2026

An open-source read on how scheduled events, closures, weather, aviation and police notices constrain movement across the Chicago metropolitan region from Monday 28 September to Sunday 4 October.

CPD issues alerts by district number. Most people know the city by neighborhood, and most of what this brief tracks has an address. The shading counts CPD pattern-alert publications naming each district over the thirty days to 28 September: 21 counted alerts, published 31 August to 28 September, and 28 district-mentions, because an alert naming two districts counts in each. The district is the number printed on the alert. Sexual-offense alerts are listed in section 05 but left out of these counts.¹⁷ The closure layer counts distinct permits holding a full street closure at any point in the window; most are utility and public-way work, not events.⁴ The located layer plots the venues, festivals, closures and public meetings named in this edition at the addresses their own permits, schedules or agency pages print.^{23, 26} Evanston and Rosemont lie outside the city, carry no CPD district and are not on the map.

Every district, the same facts as text

Alert counts are of CPD publications naming the district, not of offenses. A listed district is not a place to avoid. Closure counts are distinct permits holding a full street closure active at some point in the window, grouped by the district each permit row falls in, so a permit that crosses a district line counts in both and the column sums to more than the 660 distinct permits citywide. The Chicago Avenue and Halsted Street bridge and viaduct closure is one such permit pair: its rows fall in the 12th and 18th Districts, and it is placed in each.^{17, 4}

Ratings score constraint on movement, not danger.

Reading the capacity figures. Every figure below is a venue maximum, not a ticket count, an attendance forecast or a prediction.

Sunday 4 carries the week’s principal constraint. Soldier Field, at a venue maximum of 63,500, opens its doors at 10:00 for a 12:00 CDT kickoff; the end time is not stated. The stadium’s directions page names the egress options: the Red, Orange and Green Lines at Roosevelt, a three-quarter-mile walk; CTA’s #146 from Roosevelt; Metra’s 18th Street station; the free Millennium Garages shuttle, which runs until two hours after the final whistle; the McCormick Place Lot B parking shuttle; and, by road, Lake Shore Drive and Columbus Drive at the 18th Drive exit. CTA’s #128 Soldier Field Express runs for approximately one hour after the game.^{7, 8} Within the working week, Thursday 1 carries the forecast showers and thunderstorms from 13:00 to 19:00 CDT, with the Council’s Police and Fire committee at 13:00 CDT and the City Colleges board at 14:00 inside that window.^{2, 33, 38}

116 distinct special-event permits touch the window across 139 rows: 77 block parties, 32 festivals, 4 athletic events and 3 farmer’s markets. 118 rows carry a full street closure.²³ Counted as distinct special-event permits with a full closure whose dates span the day, the week runs 12, 9, 10, 10, 18, 84 and 23 from Monday to Sunday. Season-long market permits operate on one weekday each, and weekday figures therefore exceed the number of closures in force on any one day.⁴ No event closure removes an expressway or DuSable Lake Shore Drive. The through streets closed for events are Lincoln Avenue in Lincoln Square from Friday to Sunday and Division Street west of California on Saturday.

Permit records show filings, not street conditions, and they lag emergency work. The map’s closures layer draws all 660 permits holding a full street closure in the window, most of them routine utility and public-way work, and the panel for each district lists every one.⁴

27 pattern alerts were published between 31 August and 28 September. 21 are counted, and 6 sexual-offense alerts are listed but not counted, following this brief’s standing practice. Seven were published after the last edition’s table was compiled, four of them counted: burglaries from and damage to vehicles in the 1st District, an aggravated battery on the CTA Red Line in the 18th, burglaries in the 2nd, and armed robberies in the 12th. Six counted alerts are robbery-classified. The 1st District carries four; the 2nd, 8th, 16th and 19th carry three each.¹⁷ District numbers, series, offense type and reference are as printed on each alert. Two alerts print a district name that differs from the number: 26-CWP-025 prints “24th (Shakespeare)” and JK412912 prints “1st (Grand Central)”. Each is listed and counted under the printed number. Alert volume measures how often the Department publishes a notice, not how much crime occurred.¹⁷

Shaded rows involve robbery. Published times are the feed’s publication time converted to CDT. Rows marked (not counted) are sexual-offense alerts: they are listed because the Department published them in the period and excluded from every count in this edition, including the map shading. Their CPD record numbers are not reproduced. An alert stays listed until CPD removes it, so a listing does not mean an incident is ongoing. Suspect photographs and descriptions are never reproduced here; the CPD page carries them.¹⁷

Two announced community gatherings inside the city carry a citable source. Both are permitted, and neither permit states a size.²³

Note on unpermitted assembly

Where this brief notes that a gathering is unpermitted, that is a statement about data availability and nothing else. Peaceful assembly and protest are protected activity. TB Defense reports gatherings solely because they affect how long it takes to move through a street, and takes no position on the subject, organizers or participants.

What changed in the public record between the 21 September edition and this one.

Forecasts against outcomes

Edition No. 4 used a release convention of 165 minutes of play plus 30 to clear for baseball.⁴⁶ Six games are scored against it. Tuesday 22 at Wrigley went twelve innings and ended at 22:50 CDT, 55 minutes after the band closed at 21:55 CDT. Wednesday 23 ended at 21:35 CDT and Saturday 26 ended at 20:58 CDT, inside their bands. Thursday 24, Friday 25 and Sunday 27 ended 18, 12 and 25 minutes before their bands opened.⁴⁷

Its forward listings were confirmed: Soldier Field’s next event was Monday 28’s game, and McCormick Place’s next booking opens on Wednesday 30.^{1, 36} The forecast of dry conditions was borne out on every day from Tuesday 22 to Sunday 27. The forecast wind trend was not. No. 4 gave daylight gusts falling from 21 mph on Wednesday to 7 mph on Sunday;⁴⁶ Midway and O’Hare instead recorded 24–25 mph on Saturday and Sunday. Sunday’s observed high exceeded the forecast by 5°F, and Sunday morning’s low was 48°F against a forecast 56–57°F. These observations are from the airports, and the forecast was for the Chicago gridpoint.⁴⁸

Corrections to No. 4

Four statements in the last edition are no longer accurate. Each was overtaken by a filing made after it was published. 63rd-bound Green Line trains skip 43rd from Monday 28 at 04:00 to 16 October, not from Saturday 26 to 14 October; CTA changed the dates.³ Canal Street between Jackson and Van Buren was fully closed again from Friday 25 to Monday 28 September under a new permit.⁴ A special City Council meeting sat on Friday 25 at 10:00 CDT and deferred the parking-meter transfer to Tuesday 29.⁴⁹ An FAA VIP flight restriction, 6/5191, applied on Sunday 27, with rings near O’Hare and over Medinah.⁵⁰

New since No. 4

Seven CPD alerts, four of them counted. The newest, published Monday 28, covers break-ins to and damage of vehicles in the Near South Side and South Commons, 1 to 27 September.¹⁷ Six CTA elevator alerts were issued on Monday 28 or Tuesday 29.³ Soldier Field hosts a second home game on Sunday 4. The United Center has three concert dates, and Huntington Bank Pavilion has one.^{1, 11, 9} The forecast turned wet for Wednesday to Friday.¹⁴

Ended

The Green Line west branch bus bridge, the DuSable Lake Shore Drive half-marathon closure and the weekend’s festival closures all reached their printed end times. The last, the Midway Plaisance closure, was permitted to 13:00 on Monday 28.^{3, 29} The Kedzie (Green) elevator alert has left the CTA feed.³

Unchanged

The State/Lake closures, the Blue Line O’Hare schedule to 9 October and the 69th Street elevator alert are unchanged. The NTAS feed is still empty. Every alert No. 4 counted from 31 August onward remains in the CPD feed.^{4, 3, 24, 17}

Six WARN notices carry a separation date inside the window, 1,010 people in all, across Cook, DuPage, Kane and Lake Counties. One is in the City: SCR Medical Transportation LLC, 8835 S Greenwood Avenue, in the 4th District, 241 people on Wednesday 30 September.⁵¹

Counts and causes

Counts and causes are as the employer filed them. Nothing in a WARN filing describes conduct, and nothing here suggests any named employer or workforce presents a risk.

Is Lake Shore Drive closed this week?

No. No full closure of DuSable Lake Shore Drive is on file for Monday 28 September to Sunday 4 October. The Drive’s 18th Drive exit is the road access Soldier Field names for Sunday’s 12:00 CDT game. The standing closures that affect downtown are southbound State Street and Lake Street at the State/Lake station, and the Chicago Avenue and Halsted Street bridge works, whose permits end on Wednesday 30 September and Thursday 1 October.

What is the worst window for movement in Chicago this week?

Sunday 4 October, from the 12:00 CDT kickoff at Soldier Field, where the New York Jets play the Chicago Bears. The venue maximum is 63,500, the largest of any venue in use in the city this week, and doors open at 10:00. The free Millennium Garages shuttle runs until two hours after the final whistle, and CTA’s #128 Soldier Field Express runs for approximately one hour after the game. The stadium also names the Red, Orange and Green Lines at Roosevelt, CTA #146, Metra’s 18th Street station, and the 18th Drive exit from Lake Shore Drive and Columbus Drive.

Which streets are closed for events?

Saturday 3 October carries the most, with 84 special-event full-closure permits whose dates span the day, most of them block parties. Division Street from 2800 to 3200 West and the Humboldt Park drives are closed for Diplo’s Run Club 5K; the permit gives the date only, and the organizer lists a 09:00 race start. Lincoln Avenue from 4500 to 4775 North is closed for Apple Fest from Friday to Sunday, and West Byron Street at 2200 for St. Benedict Oktoberfest from Wednesday 30 September. On Sunday the Bucktown and Bronzeville 5Ks and the Great Chicago Bed Race on Walnut Street close their own blocks.

Will weather delay flights at O'Hare or Midway?

No ground stop, ground delay program or delay was listed for either airport in the FAA airport-status file at 09:54 CDT on Tuesday 29 September. The weather to note is Thursday 1 October, when the hourly forecast carries showers and thunderstorms from 13:00 to 19:00 CDT, with an 88 percent chance of precipitation Thursday night. Friday is wet, with a north-northeast wind at 15 mph. The weekend is forecast mostly sunny.

How many CPD alerts are open?

21 pattern alerts are counted for the thirty days to 28 September, across 12 districts. Six are robbery-classified and five name more than one district. Six sexual-offense alerts are listed but not counted. The count measures how often the Department publishes a notice, not how much crime occurred.

What is the forecast?

Rain Wednesday to Friday, then dry and cooler. Highs are near 71 on Wednesday, 73 on Thursday and 63 on Friday, with precipitation chances of 65, 83 and 75 percent, and showers and thunderstorms forecast for Thursday from 13:00 to 19:00 CDT. Saturday and Sunday are mostly sunny, with highs of 61 and 63. No NWS watch, warning or advisory was in effect at the Loop forecast point at 11:46 CDT on Tuesday 29 September.

Low

No scheduled constraint. Normal routes, nothing on the calendar that changes them.

Moderate

A predictable window will slow movement, and it has a defined end: stadium egress, a festival footprint, a holiday return build. You can plan around it because you know when it starts and when it stops.

High

A route or a capacity is removed rather than reduced, and there is no equivalent substitute: a closed corridor, a station out of service, or two large crowds released onto the same roads inside an hour.

Where else the colors appear

The same three levels shade the day cards in Section 03. In the observances table in Section 08 they describe how much a date is expected to change attendance and movement around the places that mark it; a date's symbolic weight is described in the text and does not by itself set a rating. On the district map in Section 01 the alert shading counts published CPD alerts rather than rating anything, and the closure colors mark closure type, not severity.

A rating scores constraint on movement across the metropolitan region. It is not a crime forecast, a safety score for any neighborhood, or advice about any individual, group or community.

Every figure comes from the source named in the end notes and is held as a snapshot in this repository, so that any number here can be regenerated. Sources were retrieved on 29 September 2026 between 09:54 and 11:53 CDT; the weather group was re-pulled at 11:46 CDT and the Daily Climate Reports for Monday 28 were read at 11:53 CDT.^{14, 2, 28} Nothing was estimated or carried over from a previous edition, except where section 07 quotes that edition to score it.⁴⁶

Times printed by a source with a zone, among them the MLB, NHL, NFL, Live Nation, FAA, NWS and City Clerk feeds and the CPD feed, are converted to Chicago time and labelled CDT. Times printed by a source with no zone, among them city permits, CTA alerts, the CCPSA calendar, ward offices and event organizers, are given in 24-hour form without a zone label.^{3, 23, 34}

Street closures cover permits filed inside the City of Chicago and no suburb; a permit is a filing, not a street condition. The closure layer and the district table count distinct permits holding a full street closure active at some point in the window; section 04 counts the special-event subset separately.^{4, 23} Filming permits are read from the filming resource, where a full closure appears only in free text.³⁰ District boundaries were retrieved once and drawn into this page as fixed geometry, so the map loads nothing at page load and works inside the PDF.²⁶

Positions are taken from a verified venue list first, then the US Census geocoder, and permitted events and closures sit on the coordinates their own permit rows carry. Crowd sizes are not forecast anywhere in this brief. Where a number appears it is a venue maximum published by the operator; the United Center figure comes from a general reference work and is tagged SECONDARY at every use.^{5, 9, 27} WARN entries are flagged by separation date, never by the date the notice was filed.⁵¹
