Chicago Week Ahead Security Brief: Halloween Week, October 26–November 1, 2026
An open-source read on how scheduled events, closures, weather, aviation and police notices constrain movement across the Chicago metropolitan region from Monday 26 October to Sunday 1 November.

Key facts, at a glance
- RatingModerate. The week’s constraints are the Green and Pink Line interruption at the Lake Street bridge to Wednesday 28 at 04:00 CDT, the State Street overnight closure permit in the Loop to Saturday 31 (hours not stated) with northbound #29 and #146 reroutes to Friday 30, the Fire FC match at Soldier Field at 19:30 CDT and the Bulls game at the United Center at 19:00 CDT on Wednesday 28, and on Saturday 31 the Northalsted Halloween parade, the Wrigleyville crawl, a Pilsen 5K and 273 block parties, followed on Sunday 1 November by the Skechers Hot Chocolate Run 26 closures in Grant Park.1, 2, 3, 4, 5, 6, 7 Each is scheduled on printed dates, and none closes an expressway or a rail corridor without a detour or a substitute service.1, 2
- Worst windowSaturday 31, 18:00 CDT to Sunday 02:00 CST, Halsted Street and Clark Street, Lakeview. Halsted Street from Belmont to Addison is cleared at 18:00 for the Northalsted Halloween Parade at 19:00, with vehicles barred until 02:00 CST Sunday, and the Wrigleyville Halloween Crawl holds Clark Street from 3450 to 3600 N and three side streets to the west, 0.26 mile away at the nearest point between the two permits’ coordinates.7, 8 Rod Wave plays the United Center at 20:00 CDT the same evening.9 No combined venue capacity is printed: the street events have no venue maximum. On Wednesday 28 in the evening the Bulls play the United Center from 19:00 CDT and the Fire FC match kicks off at Soldier Field at 19:30 CDT, by the club’s listing; the two venues are 3.23 miles apart and both served by the Green Line.5, 6, 3, 4, 10
- Route removedNone this window.
- Air travelNo ground stop, ground delay program, delay or closure at O’Hare or Midway in the FAA airport-status file at 09:30 CDT on Tuesday 27.11 The forecaster saw a low potential for a brief window of low cloud after sunrise on Tuesday, scattering by mid-morning, and otherwise good flying conditions.12 No temporary flight restriction carries an Illinois entry or the Chicago Center facility code.13
- WeatherHighs 65 on Tuesday, 72 Wednesday and 72 Thursday, then 66 to 68 to Sunday. A chance of rain showers Thursday from 07:00 CDT (26 percent), a chance of showers and thunderstorms from late Friday night, with thunder in the hourly forecast from 01:00 to 07:00 CDT on Saturday 31 (29 percent), and rain chances of up to 40 percent on Sunday morning, 06:00 to 12:00 CST. Winds 15 mph or less in the hourly forecast, with gusts to 20 mph on Thursday.14, 15 The forecaster expects “some periodic chances for showers and perhaps isolated thunderstorms” and dry periods between.12 No NWS watch, warning or advisory at the Loop forecast point at 09:25 CDT on Tuesday 27; a Small Craft Advisory covered Winthrop Harbor to Wilmette Harbor until 10:00 CDT Tuesday.16, 12
- CPD alerts32 pattern alerts counted in 30 days across 18 districts: 24 on the districts and types Week Ahead No. 9 read from each alert, and 8 read from the printed alert itself. 6 robbery-classified. 8 multi-district. Following this brief’s standing practice, one sexual-offense alert is listed in section 05 but not counted, for 33 published.17, 18, 19
- ClearNo home game for the Cubs, White Sox or Bears: the MLB schedules list no games from 26 October to 1 November, and the Bears’ next home game is 8 November.20, 21 No special-event permit in the City street-closure dataset (jdis-5sry) is filed as a march, rally or demonstration; the permit types in the window are block party, festival, athletic event, farmers market and sidewalk sale.7 No NWS watch, warning or advisory is in effect at the Loop forecast point.16 No full City Council meeting is scheduled; the week’s four Council sessions are budget committee hearings.22
Districts and what lands in them
MapShading counts the CPD pattern alerts that name each district, published 26 September to 25 October 2026, the 30 days before the window. Districts are those Week Ahead No. 9 read from each alert, or, for eight alerts, those the printed alert itself states; the Public Transportation Section alerts carry the district No. 9 read from them or the one their printed alert states.17, 18, 19 The layers show full street closures from City permits and the located venues, gatherings and works listed in sections 03, 04 and 06.17, 2, 23 One sexual-offense alert is listed in section 05 and is not counted in the shading. The Closures column counts distinct full-closure permits with a row in the district at any point in the window; most are utility and construction openings in the public way, and on Saturday 31 most are block parties.2

Note on unpermitted assembly
Where this brief notes that a gathering is unpermitted, that is a statement about data availability and nothing else. Peaceful assembly and protest are protected activity. TB Defense reports gatherings solely because they affect how long it takes to move through a street, and takes no position on the subject, organisers or participants.

Seven alerts were published after No. 9’s alert window closed on 18 October: P26-3-040 (12th, 19 October, 09:59 CDT), which No. 9 named from its feed title, and, after No. 9’s feed reading of 20 October, 11:01 CDT, six from 21 October, 13:33 CDT to 25 October, 15:53 CDT: P26-2-017 (22nd), P26-3-041 (1st), P26-5-020 (25th), 26-CWP-029 (17th, 24th and 25th), P26-1-077 A (3rd; first posted on 24 October as P26-1-077CA and reposted on 25 October with a fourth incident) and JK449694 (6th; its feed title first printed JK445923). Thunder appears in the hourly forecast only from 01:00 to 07:00 CDT on Saturday 31, at 29 percent, and rain chances rise to 40 percent on Sunday morning; winds stay at 15 mph or less in the hourly forecast, with gusts to 20 mph on Thursday.
How many CPD alerts are open?
32 counted pattern alerts were published by the Chicago Police Department from 26 September to 25 October 2026, across 18 districts: 24 on the districts and types Week Ahead No. 9 read from each alert, and 8 read from the printed alert itself. 6 are robbery-classified and 8 name more than one district; the 1st and 6th Districts carry the most, 5 each. Following standing practice, one sexual-offense alert is listed but not counted, for 33 published. Alert counts measure how often the Department publishes a notice, not how much crime occurred.

Ratings and color coding
How to read the shadingEach rating scores how much something constrains movement across the period. None of them scores danger, and none of them scores a place.
Low
No scheduled constraint. Normal routes, nothing on the calendar that changes them.
Moderate
A predictable window will slow movement, and it has a defined end: stadium egress, a festival footprint, a holiday return build.
High
A route or a capacity is removed rather than reduced, and there is no equivalent substitute.
Disclaimer on the ratings
The ratings are TB Defense’s own editorial judgement, not an official designation and not a statistical model. They describe conditions as of publication and go stale. A Low rating is not an assurance of safety and a High rating is not a prediction of harm. Ratings apply to movement across the region, never to a neighborhood, a community or a group of people.

Disclaimer and publishing schedule
The Week Ahead publishes every Monday at 06:00 and covers the following seven days, except when Monday is a federal holiday, in which case it publishes Tuesday and covers a shorter window. The Weekend Brief publishes every Friday at 06:00 and covers Friday through the following Tuesday. Both cover the Chicago metropolitan region. TB Defense, 1021 W. Adams St., Suite 200-37, Chicago, IL 60607.
Sources. Everything here comes from open, publicly available sources. Agencies revise forecasts, venues change start times, listings disagree, permit records show filings rather than street conditions, and police alerts describe preliminary information. TB Defense publishes what the record says at the time of writing and corrects the web edition when it changes.
People named in this brief. Public officials are named in their official capacity where a source has quoted or attributed a statement to them. People involved in pending matters, and victims of reported incidents, are described by role and not by name, even where a news source has published the name. Reports of investigations describe allegations only, and every person in a pending matter is presumed innocent.
Chicago Police Department material. CPD alerts summarized here come from the Department's public news feed. TB Defense is not affiliated with, endorsed by, or acting on behalf of the Chicago Police Department, and nothing in this brief is a CPD statement or official law enforcement guidance. Anyone with information about a reported incident should contact CPD directly, not TB Defense.
Scope and limits. This brief reports publicly available information reviewed near publication time. Events, closures, demonstrations, law enforcement activity, weather, infrastructure and aviation conditions change without notice. The absence of a reported threat, demonstration, incident or closure here does not confirm the absence of risk. This publication is informational. It is not security advice, not a recommendation for any organization or circumstance, and not a substitute for checking conditions immediately before movement. It creates no undertaking by TB Defense to detect, predict or warn of any event.
Not advice about people or places. Nothing here rates a neighborhood, a community or an individual, and district shading counts police publications rather than offences.
