Districts and what lands in them

Map

Shading counts the CPD pattern alerts that name each district, published 3 October to 1 November 2026, the 30 days before the window. Districts are those the printed alert states for eight counted alerts and those Week Ahead No. 10 printed for the other fourteen; the sexual-offense alert and the three alerts read from their feed titles alone are listed in section 05 and not shaded.18, 19, 20 The layers show full street closures from City permits and the located venues, gatherings and works listed in sections 03, 04 and 06.3, 13 The Closures column counts distinct full-closure permits with a row in the district at any point in the window; most are utility and construction openings in the public way.3

Shading counts CPD pattern alerts published 3 October to 1 November 2026, by district named in the alert; it counts police publications, not offences. The closures layer draws the 547 permits holding a full street closure active 2 to 8 November 2026. The combined layer places every venue, festival, gathering and closure item located in this edition. Verified venues sit at their own checked position, addresses at the US Census point, and permitted events and closures on the coordinates their permit rows carry. The 130 Lake Street rally, which prints neither east nor west, sits midway between the two Census points.

Select a district for its official CPD name, the neighborhoods it covers, and everything in this edition that lands in it: pattern alerts published 3 October to 1 November 2026, street closures 2 to 8 November 2026, and the venues, festivals, gatherings and closures plotted on the combined layer. CPD pattern alerts

22 counted of 26 published in 30 days

26 alerts were published from 3 October to 1 November. 22 are counted: 8 read from the printed alert itself, P26-1-077 A (3rd), 26-CWP-029 (17th, 24th and 25th), P26-5-020 (25th), P26-3-041 (1st), P26-2-017 (22nd), P26-3-040 (12th), P26-3-039 (19th) and JK449694 (6th), and 14 whose districts, series, patterns and references are as Week Ahead No. 10 printed them.18, 19, 20 By type, burglary is the largest group, 7, followed by aggravated battery, 6, robbery, 4, and theft, 2; 26-CWP-028, whose heading reads armed robberies but whose body describes business burglaries, is counted as burglary, as in No. 10. The 1st and 6th Districts carry 4 each, and the 12th and 18th 3 each. Four alerts are listed and not counted: JK443146, a public indecency alert, under the standing practice for sexual-offense alerts, and three alerts published since 26 October whose type and districts are read from their feed titles alone: P26-1-078CA (3rd, armed robberies), P26-2-018 (6th, armed robberies) and JK465487 (11th, battery).18, 19, 20 Alert volume measures how often the Department publishes a notice, not how much crime occurred.

Planned gatherings

Each gathering below is listed with the source that announces it.

  • Thursday 5, 18:00–20:00 CST, site not stated: “Protect Our Vote” post-election mass meeting, by registration. Organizer and size not stated. (single source)27
  • Saturday 7, 10:00–12:00 CST, 130 Lake Street: labor rally sponsored by the Chicago Federation of Labor, on a listing titled “Hands Off Chicago march” that does not name the “Our Votes Count” march. The listing does not print east or west. Size not stated. (single source)26
  • Saturday 7, 12:00–15:00 CST, downtown Chicago: “Our Votes Count” march, organized by Indivisible Chicago, whose record says “our votes count, we will defend them” and begins “Whatever happens on Election Day”. The organizer’s record gives postal code 60604 and keeps the address private until sign-up; route and size not stated. The organizer states a commitment to nonviolent action and asks participants to be prepared to “rapidly respond and mobilize at any time before or after November 7th”. A Chicago Activism Hub listing of the march, posted with no sponsoring organization, says marchers will be “ready to take to the streets before then if needed”. No City special-event permit for the march appears in the DOT special-event permit records.5, 33, 6
  • Sunday 8, 18:00 CST, site not stated: solidarity vigil honoring a housing activist who died in Madrid after an eviction, and all victims of “landlord violence”. Organizer and size not stated. (single source)28

Note on unpermitted assembly

Where this brief notes that a gathering is unpermitted, that is a statement about data availability and nothing else. Peaceful assembly and protest are protected activity. TB Defense reports gatherings solely because they affect how long it takes to move through a street, and takes no position on the subject, organisers or participants.

Since the last edition

Week Ahead No. 10 (26 October to 1 November), scored. Observed highs at O’Hare and Midway ran within 4 F of the forecast from Tuesday 27 to Thursday 29 and 5 to 9 F below it on Friday 30 and Saturday 31. The thunder forecast for Saturday before dawn was not recorded at either airport; a thunderstorm was recorded at Midway on Sunday 1 November, on the preliminary report. Gusts reached 26 mph at O’Hare on Wednesday 28 and Thursday 29, above the 20 mph printed for Thursday, and fog was recorded at both airports on Tuesday 27 and at O’Hare on Saturday 31 and Sunday 1.35 No NWS watch, warning or advisory named a Cook or Lake County land zone from 26 October to 1 November; the Small Craft Advisory for Winthrop Harbor to Wilmette Harbor ended at 10:00 CDT on Tuesday 27, as printed, and a new Small Craft Advisory for the Illinois nearshore waters was issued at 13:58 CST on Sunday 1 November.36

Events. The Blackhawks played Los Angeles at the United Center on Tuesday 27 at 19:00 CDT, as printed, and won 2–1.25 The City’s emergency management office titled its 29 October release on the weekend’s headline special events with the Haunted Halsted Halloween Parade, the Upside Down Halloween Parade, La Carrera de los Muertos and the Hot Chocolate Run.37 The Bears’ next home game is 8 November, as printed.7

Transit and closures. The Blue Line single-tracking series near Jefferson Park, the northbound #29 and #146 reroutes around State Street and the #9, #18 and #60 reroutes in Pilsen have left the CTA alert feed, and a new Blue Line series runs this week on the O’Hare branch.4 The permits for the State Street overnight closures and two Milwaukee Avenue closures ended on their printed dates, 31 and 30 October. Three permits now run longer than No. 10 printed: Avenue L, 99th to 100th, to 22 November; the Milwaukee Avenue staging closure to 8 November; and the ComEd Bridge 22 opening permit on East 79th Street to 31 December.3 The Harris Theater award-show permit now records upper Randolph Street and the east side of Michigan Avenue as intermittent, not full, closures.6 A new permit repeats the DuSable Lake Shore Drive bridge test after electrical work, on the night of Thursday 5 November.3 CTA rerouted #6 and #J14 buses between Balbo Drive and Roosevelt Road for the Hot Chocolate Run from 11:00 on Sunday 1 November to 17:00 CST on Monday 2.4

CPD alerts. Three alerts were published after No. 10’s alert window closed on 25 October: JK465487 (11th, 26 October, 14:36 CDT), P26-2-018 (6th, 28 October, 10:11 CDT) and P26-1-078CA (3rd, 1 November, 11:46 CST). Ten alerts published from 26 September to 2 October have passed out of the 30-day look-back. With those ten aged out and the three new alerts listed from their feed titles and not counted, the count moves from No. 10’s 32 to 22, districts from 18 to 15, robbery-classified alerts from 6 to 4 and multi-district alerts from 8 to 6.18, 20 Three feed titles have changed since No. 10 with their web addresses unchanged: JK449694 is now titled for the Public Transportation Section, 26-CWP-029 now names the 17th, 24th and 25th Districts, and P26-5-020 no longer carries “CA”; none contradicts a reading No. 10 printed.18, 19

Workforce. The WARN notices of Silver Star Protection Group, Rolling Meadows, and CJ Logistics America, University Park, reached their printed end dates, 27 and 30 October.38

Corrections to No. 10.

  • The Green and Pink Line interruption at the Lake Street bridge did not end at 04:00 CDT on Wednesday 28 as printed: CTA states that the work completed with the normal start of service on Thursday 29 October.39, 4
  • It follows that on the evening of Wednesday 28 the Green Line did not link the Loop to the United Center or Soldier Field, as No. 10 stated.39, 20

  • France: cost-of-living protests bring clashes in Paris and arrests nationwide. On Saturday 31 October about 320,000 people demonstrated across France, by the Interior Ministry’s count, and French officials said they would deploy 70,000 police; more than 500 arrests were reported, and police used tear gas in Lyon and Marseille. For protective details: police reported violence at Porte de Charenton as the authorized Paris march reached its final point, authorities reported attempts by groups to enter city centres in several cities to damage property and loot businesses, and the U.S. Embassy in France advised travelers to avoid areas where demonstrations or large gatherings are planned.40, 41

Asked and answered

Is Lake Shore Drive closed this week?

Yes, overnight from Thursday 5 into Friday 6 November. The DuSable Lake Shore Drive bridge over the Chicago River, 148 to 500 N, is fully closed on both levels from 22:00 Thursday to 05:00 CST Friday for testing after electrical work, with northbound traffic detoured via Wacker, Columbus and Illinois and southbound via Grand, Columbus and Wacker. The Roosevelt Road bridge, 100 to 500 W, closes the same night from 23:00 to 05:00 CST. A pavement-restoration permit at 400 N Lake Shore Drive also carries a full-closure row from 2 to 23 November.

What is the worst window for movement in Chicago this week?

Sunday 8 November, from about 16:50 CST into the post-game period at Soldier Field, where the Bears host the Tampa Bay Buccaneers at 19:20 CST; venue maximum 61,500 to 62,500 (secondary). CTA’s #128 Soldier Field Express loads at Ogilvie and Union Station from about two and a half hours before kickoff and runs back to the Metra stations for about an hour after the game. The same day the History 5k holds full closures on LaSalle Street and four other Loop streets on a permit that prints no hours, the Bulls play the United Center at 14:30 CST (secondary), and shuttle buses replace Blue Line trains between Jefferson Park and Harlem on the O’Hare branch.

Which streets are closed for events?

14 special-event permits touch the week: 7 festivals, 3 block parties, 2 athletic events and 2 farmers-market filings for one market. The event closures that take a through street are E 57th Drive from Cottage Grove Avenue to Payne Drive for the Diversity University Summit on Tuesday 3; W Fulton Street from 1700 to 1900 W, with W Walnut Street and N Wood Street, for Goose Island Rare Day on Saturday 7; and LaSalle Street, Jackson Boulevard, Van Buren Street, Wells Street, Plymouth Court, N LaSalle Drive and N Clark Street for the History 5k on Sunday 8. None of these permits prints hours. W Monroe Street from 900 to 932 W closes on Saturday from 05:30 to 14:30 CST for Green City Market West Loop.

Will weather delay flights at O'Hare or Midway?

Neither airport had a ground stop, ground delay program or closure in the FAA status file at 00:03 CST on Monday 2. The National Weather Service expects low cloud ceilings at the Chicago terminals from the predawn hours of Monday to at least daybreak Tuesday, with lower ceilings possible at times and southerly gusts in the low to mid 20 knot range on Monday evening. Tuesday carries south gusts as high as 35 mph and an 88 percent chance of rain showers on Tuesday night, and the forecaster allows a few thunderstorms late Tuesday afternoon into the early overnight; gusts near 30 to 35 mph are possible on Wednesday.

How many CPD alerts are open?

22 counted pattern alerts were published by the Chicago Police Department from 3 October to 1 November 2026, across 15 districts: 8 read from the printed alert itself and 14 on the readings Week Ahead No. 10 printed. 4 are robbery-classified and 6 name more than one district; the 1st and 6th Districts carry the most, 4 each. Four more are listed but not counted: one sexual-offense alert, under standing practice, and three alerts published since 26 October whose type and district are read from their feed titles alone, for 26 published. Alert counts measure how often the Department publishes a notice, not how much crime occurred.

What is the forecast?

Warm and wet early in the week, cooler and drier late. Highs run from 62 on Monday to 72 on Tuesday and 66 on Wednesday, then 60 on Thursday, 56 on Friday and Saturday and 58 on Sunday, with lows from 45 to 60. Tuesday carries south winds around 20 mph, gusts as high as 35 mph and rain showers most likely at night, at 88 percent; Wednesday carries rain showers likely, at 56 percent, and Saturday is the driest day, at 10 percent. The forecaster expects temperatures “to eventually cool to/slightly below average” behind the departing system.

Ratings and color coding

How to read the shading

Each rating scores how much something constrains movement across the period. None of them scores danger, and none of them scores a place.

Low

No scheduled constraint. Normal routes, nothing on the calendar that changes them.

Moderate

A predictable window will slow movement, and it has a defined end: stadium egress, a festival footprint, a holiday return build.

High

A route or a capacity is removed rather than reduced, and there is no equivalent substitute.

Disclaimer on the ratings

The ratings are TB Defense’s own editorial judgement, not an official designation and not a statistical model. They describe conditions as of publication and go stale. A Low rating is not an assurance of safety and a High rating is not a prediction of harm. Ratings apply to movement across the region, never to a neighborhood, a community or a group of people.

Disclaimer and publishing schedule

The Week Ahead publishes every Monday at 06:00 and covers the following seven days, except when Monday is a federal holiday, in which case it publishes Tuesday and covers a shorter window. The Weekend Brief publishes every Friday at 06:00 and covers Friday through the following Tuesday. Both cover the Chicago metropolitan region. TB Defense, 1021 W. Adams St., Suite 200-37, Chicago, IL 60607.

Sources. Everything here comes from open, publicly available sources. Agencies revise forecasts, venues change start times, listings disagree, permit records show filings rather than street conditions, and police alerts describe preliminary information. TB Defense publishes what the record says at the time of writing and corrects the web edition when it changes.

People named in this brief. Public officials are named in their official capacity where a source has quoted or attributed a statement to them. People involved in pending matters, and victims of reported incidents, are described by role and not by name, even where a news source has published the name. Reports of investigations describe allegations only, and every person in a pending matter is presumed innocent.

Chicago Police Department material. CPD alerts summarized here come from the Department's public news feed. TB Defense is not affiliated with, endorsed by, or acting on behalf of the Chicago Police Department, and nothing in this brief is a CPD statement or official law enforcement guidance. Anyone with information about a reported incident should contact CPD directly, not TB Defense.

Scope and limits. This brief reports publicly available information reviewed near publication time. Events, closures, demonstrations, law enforcement activity, weather, infrastructure and aviation conditions change without notice. The absence of a reported threat, demonstration, incident or closure here does not confirm the absence of risk. This publication is informational. It is not security advice, not a recommendation for any organization or circumstance, and not a substitute for checking conditions immediately before movement. It creates no undertaking by TB Defense to detect, predict or warn of any event.

Not advice about people or places. Nothing here rates a neighborhood, a community or an individual, and district shading counts police publications rather than offences.
